The Rec (record) selector chooses what signal is sent to Tape 1 and 2 output for recording. If you check the back you’ll see that you have both inputs and outputs on the back for Tape 1 and Tape 2 but all others just have inputs. The Input selector always chooses what you’re listening to.

What is rec out on radio?

Rec (record) out would be the natural choice. Then you can listen at the same time and adjust the listening level without affecting the recording level.
